Congestion, also referred to as mobility and accessibility, measures the efficient movement of people and goods. Accessibility is the ability of people and goods to reach desired activities or destinations. Mobility measures include the time and cost of making a trip and the relative ease or difficulty and predictability with which a trip is made.
